Planning and Zoning Mission Statement

It is the mission of the Planning and Zoning Commission and Planning and Zoning Administrator to protect and promote the health, safety and general welfare of all citizens and neighborhoods of the City of Bowman through the professional administration and equitable enforcement of the City of Bowman’s zoning code and ordinances.  Similarly, it is also the Commission and Administrator’s mission to simultaneously maintain an atmosphere for business and industry to thrive by assisting developers and businesses in achieving compliance with the laws and policies adopted by the Bowman Planning and Zoning Commission, City Commission and those of the state and federal legislatures.

 

March 22, 2017

At the March 21, 2017 City Commission meeting, the Commission held a public hearing on the review of the final amendments to the “Land Development Code” (or more popularly known as “Chapter 6 Zoning Ordinances”).  After due consideration of the updates brought forward to the City Commission by the Planning and Zoning Commission, the final draft was unanimously approved 5-0.  The new amendments take effect immediately.  The updates include expansion of the definitions section, expansion of the uses allowed in each zoning district, the creation of new zoning districts, the inclusion of new design standards for development, and the refinement of the roles and responsibilities of city staff when implementing the Land Development Code.

 

Work will soon begin on the remainder of the chapters of the city’s municipal code.  Many of these chapters are out of date and need to be brought into compliance with newly passed legislation by the state of North Dakota.  The public is invited to attend all hearings related to this task.  If you have any questions, please call Bowman City Hall at 701-523-3309.

CITY OF BOWMAN MINUTES FOR

THE PLANNING AND ZONING COMMISSION MEETING

HELD ON JUNE 10, 2025 AT 6:30 PM AT CITY HALL

 

 

Present:  President Shear, Vice President Dave Mosbrucker, Mike Beylund, Bryan Clendenen, Pam Fisher, Jory Reisenauer and Peggy Allen.

Absent:   None

 

Shear requested to add GIS, unmarked zoning in the ET Zone, and Cole Buer permit to the agenda.  Motion by Fisher, second by Reisenauer to approve the amended agenda.  AIF, MC.

 

Motion by Reisenauer, second by Mosbrucker to approve the 5/13/25 meeting minutes as presented.   AIF, MC.

 

Complaints and Regulations on Chickens:  The City has had several complaints regarding chickens at Colt and Barbara Burley’s residence, which is located in the Extra Territorial Zone.  As per City Ordinance, chickens are not allowed.  Neighbors were also told by the Burley’s that they were thinking of getting bees, growing mushrooms and getting 200 chickens.  Discussion was held with no decision made.  Motion by Mosbrucker, second by Reisenauer to turn this issue over to the City Commission.  AIF, MC.

 

Articles 9 and 11 of the Zoning Code:  Allen went over a few changes and will work with Brosz Engineering on the Flood Plain (Article 10).

 

GIS & Unmarked Zoning in ET Zone:   Shear showed the Zoning Commission the GIS system and spoke to them about getting the ET Zone areas zoned that show no zoning designation on them.  These areas that are not designated with a zone will require letters to the owner and a public hearing once the designations are decided before the maps can be changed.

 

Cole Buer Permit #2025-20:  Buer is not building his lean-to carport according to his plan given to the Zoning Administrator.  Motion by Reisenauer, second by Mosbrucker to issue a stop work order on Zoning Permit #2025-20 for Cole Buer and request Buer to come to the next meeting to explain why it doesn’t match.  The police department will hand deliver the letter.   AIF, MC.

 

Food Truck Regulations:  The Zoning Commission held discussion on whether food trucks should be required to have regulations.  Motion by Beylund, second by Mosbrucker to take no action on food truck regulations.  AIF, MC.

 

Two Meetings a Month:  There was discussion on having a second meeting per month during construction season.  It was decided to add the 4th Thursday of the month if needed.

 

Next Meeting 7/8/25:  Allen stated that there will be two CUP hearings at the next meeting, so if any of the Commissioners were going to be gone, they needed to let Allen know, so she would know if we would have a quorum for a super majority vote.

 

Motion by Reisenauer, second by Beylund to adjourn the meeting at 8:00 pm.  AIF, MC.

  2. Robert and Brenda Morland: Case LDC-25-003 CUP to change an office building into a single family residence. (Located in the old Morland Financial building at 15 South Main Street, Lot 16, Block 12, Original Township.)
  3. Yesterday’s Farmers: Zoning Permit Application #2025-25 for a three-sided ag building for storage.
