The position of Bowman County Planning and Zoning Director is an appointed position.
The Department of Planning and Zoning is responsible for administration of the Bowman County zoning and subdivision regulations, staff support to the Bowman County Planning and Zoning Board, and long-range planning for land use and development in Bowman County.
All Agenda items must be submitted to the Bowman County Planning & Zoning Office for regularly scheduled meetings. All items are due the week of the meeting by Tuesday at 4:30pm for the Thursday meeting at 6:00pm. No other items will be discussed unless approved by the Bowman County Planning & Zoning Board.
The Bowman County Planning and Zoning Commission met in regular session on May 8, 2025. Members present: Chris Fischer, Jerid Janikowski, Doyle Kruger, Rodney Schaaf, Myron Vail, Dalton Williams, Ryan Shear and Josh Buchmann. Member absent: Jason Anderson. Also present: Zoning Director, Jodi Freier.
Chairman Fischer called the meeting to order at 6:09 pm. Fischer asked for corrections or additions to the agenda. Schaaf asked to add Talbot Township Buchmann moved to approve the agenda with addition. Schaaf seconded the motion, and upon a vote, the motion was carried unanimously.
Janikowski moved to approve the March 13, 2025 minutes. Shear seconded the motion, and upon a vote the motion was carried unanimously.
Old Business:
Zoning Administrator Updates, Jodi Freier – nothing to report
FEMA, National Flood Insurance Program – opinion from Aaron Birst to wait to for further training and discussion on how to proceed.
Zoning Map – Brosz still has to finish adding lot numbers and Freier can resume color coding
City of Rhame Commercial Setbacks – tabled until next meeting; Kruger will report back.
Other – Schaaf reported Talbot Township inquired about zoning authority and flood plain management.
New Business:
ND Environmental Quality – Little Missouri Special inc. is working on renewal. Jodi will ask that the County is notified when they begin second cell.
Battery Storage Ordinance and Data Center Ordinance – Janikowski will start a draft ordinance for discussion at the next meeting.
With no further business to discuss, Schaaf moved to adjourn the meeting at 6:36 PM, with Vail seconding the motion.
