Bowman County Housing Authority

The Mission of the Bowman County Housing Authority is to serve the population of Bowman County/Cities of Bowman, Rhame and Scranton by providing affordable housing opportunities in a safe environment with priority given to special needs populations and forming effective partnerships to maximize social and economic opportunities.The mission shall be accomplished by a fiscally responsible, creative organization committed to excellence in assisted housing programs.

Meeting Minutes – June 18, 2025

Present: Teran Doerr, Barbara Weiss, John Pretzer, Margie Russ, Nathan Miller, Kate Buer, David Horn

 

Absent:

 

Doerr called the meeting to order 8:00am MST.

 

AGENDA: Agenda was reviewed. Motion to approve the agenda was made by Miller, seconded by Weiss. AIF, MC.

 

MINUTES: Minutes from the 03.12.25 board meeting were reviewed. Miller motioned to approve the minutes. Second from Weiss. AIF, MC.

 

FINANCIALS: Doerr reviewed financials. Motion to approve the financials made by Miller, seconded by Weiss. AIF, MC.

 

NEW BUSINESS:

  1. JESCO Project Update: Horn gave an update on the siding and window project at JESCO apartments.
  2. Parking Lot Update: Horn gave an update on the concrete of the JESCO apartments parking lot.

Meschke plans to do the project by the end of July.

  1. Dilapidated Properties Update: Doerr gave an update on the dilapidated properties. There are two properties that will be going up for sale.
  2. CDBG Update: Doerr gave an update. There were no bids received. The project will be rebid.
  3. 2026 Budget: Russ reviewed the draft 2026 proposed budget request to Bowman County. The board gave feedback and input. Miller made a motion to approve the proposed 2026 budget to Bowman County, second by Weis. AIF, MC.

 

Adjourn: With no further business, Pretzer motioned to adjourn the meeting at 8:40am MST, second from Pretzer. AIF, MC.

Special Meeting Minutes – July 21, 2025

Present: Teran Doerr, Nathan Miller, Margie Russ, Barbara Weiss, John Pretzer, Kate Buer

Guests: Kevin Hilton, John Soreide, Dan Peterson, Pine Abrahamson, Brad Mosher, Bruce McLaughlin, Anita McLaughlin, Andrew Weiss, Jodi Freier, Ryan Shear

Doerr called the meeting to order 4:00pm MST.

 

AGENDA: Agenda was reviewed. Motion to approve the agenda was made by Miller, seconded by Weiss. AIF, MC.

 

BUSINESS:

  1. Review of Housing Program Activity: Doerr reviewed and addressed the recent complaint from someone involved with the Housing Authority that was submitted to the Attorney General regarding the sale and resale of one of the program properties, as well as how the program is administered. The Housing Authority has been working with legal counsel to ensure they are responding appropriately, with facts and documentation. Doerr gave a detailed review of the grant program and administration, including the following:
  • A program summary and timeline of how this initiative unfolded from application to implementation
  • The original grant application, award letter, and grant agreement
  • The letters of intent that were sent to property owners explaining our consistent offer strategy
  • Press releases, newsletters, and social media posts showing our consistent public communication
  • Property tax assessor documentation for the parcel in question
  • The program budget, which was entirely grant funded
  • Summarized sections of North Dakota Century Code regarding Housing Authorities, to clarify roles and legal differences compared to cities/counties

Board member, Pretzer, commented that the Housing Authority board has been updated throughout the entire Housing Program during the board meetings.

 

Doerr gave recommendation of selling all remaining properties in accordance with the original program intent, offering a nominal fee to buyers who would commit to building. The original program framework was to accept proposals from people committed to building within a specific timeline, and offer them at a nominal fee, as this would keep the Housing Authority aligned with the grant goals, and more importantly, it would be the fair and transparent thing to do. Board discussion was had, and Doerr will draft a proposal to present at next Housing Authority meeting on how property buyers could be selected.

 

  1. Financial Controls and Check Signing: Currently Russ is the only one signing Housing Authority checks. Doerr made the recommendation that they have two signers on the checks, recommending a board member as the second signer, to create better financial controls. Doerr is already an authorized signer on the account. Motion to require two authorized signers on Housing Authority checks, Russ as one and Doerr as the other, made by Miller. Pretzer seconded. AIF, MC.

 

  1. Board Actions and Next Steps: Doerr reviewed the next steps of the Housing authority.

 

Adjourn: With no further business, Weiss motioned to adjourn the meeting at 4:26pm MST, second from Miller. AIF, MC.
