Housing Program
The Bowman County Housing Authority is offering two remaining residential lots that were acquired and cleared through the Rural Workforce Housing Grant. These lots are being made available to encourage new home construction, reduce neighborhood blight, and strengthen the Bowman community.
Eligible applicants may obtain a lot for a nominal fee of $1.00, transferred by deed. As a condition of the transfer, applicants must sign a Property Deed Agreement with the Housing Authority. This agreement requires construction of a permanent single-family residence to begin within two (2) years of the deed transfer and be completed within three (3) years. If these requirements are not met, ownership of the property will automatically revert to the Housing Authority, as outlined in the recorded deed agreement.
If one tax payment is missed, the property will be deeded back to the Housing Authority. If at any time the purchaser does not feel they can follow through with the obligations of the agreement, they are encouraged to bring their concerns to the Housing Authority for discussion and possible resolution.
Who is Eligible?
To apply for the Housing Program, applicants must:
- Be 18 years of age or older
- Be a current resident of Bowman County
- Commit to constructing a single-family primary residence on the lot by commencing construction within two (2) years of deed execution and completing construction within three (3) years.
- Ensure all development adheres to the City of Bowman’s R-1 Zoning Ordinances (Single-Family Residential)
Application Requirements
Each applicant must submit a complete application package including:
- Application Form
- Proposal Statement
- A short explanation of how you plan to develop the lot into a primary residence.
- Proof of Financial Readiness
- Pre-approval letter, financing plan, or evidence of self-funding ability.
- Construction Plan
- Must submit a basic construction plan or home plan, showing:
- The intended structure is a permanent single-family residence.
- Approximate square footage and number of bedrooms.
- Placement on the lot (simple site sketch is acceptable).
Process
- The Housing Authority will publicly advertise the availability of the lots.
- Interested parties will complete a simple application form.
- All applicants who meet the eligibility criteria (including submitting a home plan) will be entered into a random drawing conducted by the Housing Authority Board.
- Selected applicants will receive the property deeded to them for a nominal fee ($1.00 plus recording costs) with a deed restriction.
- The deed will be accompanied by a signed Property Deed Agreement requiring construction to begin within two (2) years and be completed within three (3) years. If these conditions are not met, the property will automatically revert to the Housing Authority.
